Yes, given a scenario where no other country blocked Ukraine, they would’ve gained NATO protection. That probably would have prevented Putin from taking Crimea. Also, in 2008 Russia was busy with war in South Ossetia so they would’ve spread themselves thin starting another conflict with NATO.
