Can I ask, do you decide on a project you want and then go purchase what you have decided you need for it?

It depends really. For the most part I try to only keep basic craft supplies on hand and then if I find something that catches my eye, I will grab it (such as frames etc.), but yes a lot of times, I will make a list of ideas and then I will look for what I need for the idea. 😊
