Although I was blessed with wonderful parents I was very close to my grandmother. She was a remarkable lady. I'm no expert but I think it's done to get the old polish of the boot! It's not really digging into the leather.

If it’s real leather, I doubt you’d have to worry about it. Leather is scraped repeatedly when being made to get any hair off, so I’m sure a little bit of light scraping here wouldn’t harm them as long as you’re not just digging into the material and staying surface level.
