Then all of a sudden, this stipulation is now enforced, and it was almost like giving the residents an eviction notice. When you hear something like that that is when the citizens going in start lying there face off about him because he just said he couldn't answer questions. So he can't defend himself. Yeah it would have been underhanded...... But less underhanded than giving residents 4 months to find a brand new place to live.
