There’s no excuses for someone being allowed to become a hazard on the road, lives are at risk, they ain’t playing with some damn legos, these are several thousand pounds of automobile flying at speeds most high speed animals can’t reach. Be responsible or you don’t belong behind the wheel. If you got trouble due to an illness or disorder of some type; that makes this difficult. Than you should be managing with the many other forms of transformation available. Though they sadly are probably less dangerous than half of the “experienced” drivers out their who have adopted bad road habits.

Ok.. so I don't have a specific law.. however.. www.salazarandkelly.com/when-the-police-can-pull-you-over-understanding-reasonable-suspicion/ Apparently.. if you live in the U.S. (I do not.. ) you have constitutionally protected rights to privacy and to be free from unreasonable detainment.. just a thought.. but since none of those riders committed an offense... that would make stopping them unreasonable detainment.. he didn't ask for ID, he didn't cite them for anything.. he just wanted to yell at them, and maybe find out who the other guy was.. you can't do that as an officer.. also.. assuming someone has done something without actual knowledge if they have, or haven't.. isn't the same thing as probable cause.. "I saw one speeding, so they all were probably speeding.. " "one guy did a wheelie, so they all could have done a wheelie" anyone could do anything.. it's not what could have possibly happened, but what you can prove. so it wouldn't fly in court..

Probable cause is I have a reason to stop you ie you have expired tags, tail light out, speeding, driving drunk, not stopping at a light, not using signal... you know things you have done that are illegal. Stopping someone and saying are you doing something illegal like not having a license is not probable cause.

If he had been doing something to draw attention like swerving out of his lane they could stop him and check for dui. That is probable cause. Drifting in and out of your lane or speeding is probable cause to look for the reason why you are doing it and for more you have done wrong. An officer walking up to you at a red light and saying license, registration and proof of insurance is not a legal action. They can detain him for questioning if they have a reason in the first place but he has no obligation to provide anything if they can not site him with a reason for his detainment.
