Foolish has the capability to control the skies but the entire setting is sunny, which alone shows Foolish's character has fantastic self-restraint to keep away a physical storm. Plus, the sunshine is juxtaposing - sunny weather is quite literally nicknamed happy weather, and stormy weather is nicknamed lousy weather - so for the weather to be "happy" during a scene that is quite the opposite is ironic. I agree that a thunderstorm would've been a good addition but the sunny weather lets people pull out their own little deeper details.
