Churchill was one of the greatest villains of 20th century! Don't ever quote him. He is not worthy to be cherished or remembered. It will bring the one who quotes under evil light. He was racist to the core and responsible for famine in India resulting death of 5 million people. That's horrible.

We associate quotes with famous people because it gives validation to the quote due to credibility of the person who is being quoted. When person being quoted is not worthy enough the quote doesn't have much weight either. This quote is also bad in a sense that here, critiques(humans) are being referred to as dogs.
