Gameplay video of Animal Crossing for Nintendo GameCube. This collection of short clips shows some interesting and/or amusing moments playing the game. I lose Poncho's game and I have to buy a "priceless collectable" with all my money, Puck wonders how weather prediction works, I attend an unusual car show, a bug jumps clear across the lake, Sydney warns me of a doll's curse, the map screen turns into a meowsical, and more! Many of these clips were recorded from my secondary town of Aja Blu, while others were from my main town of Forest.

Yes, absolutely. It's happened many times in Forest. Of course, there have always been at least several years in between (except when the character has moved to another memory card and back), but it will certainly happen if your town has been around a long time.

I just made that scene to illustrate, and add to, Puck's dialogue. Although, the later games do have a simple weather program on TV at certain times of day that tell what the next day's weather will be. But it's nothing more than a simple icon indicating sun, rain, etc.
