To me, Shang Yu is the most intimidating villain. You *know* he means business. No jokes between him and his comic relief of and idiot assistant, no fowl ups, actually kills people, has a big ass body count, soldiers that are just as scary as independent, and doesn’t give an absolute shit that Mulan is a woman who killed almost his entire army. I find almost everything about the emperor hilarious. Instead of looking terrified, he just looks bored and annoyed when Shan Yu orders him to bow. He casually walks off like "Not my problem!" when the battle begins. He almost gives Chi Fu a heart attack by offering to let Mulan take over his job after Chi Fu spent the whole movie thinking he was super special. Then he (the emperor) somehow picks up on how Li Shang feels about Mulan because he all but says, "For pity's sake! Stop ignoring your feelings and ask her out already!" (His actual words are "You don't meet a girl like that every dynasty," but he's speaking directly to Li Shang, so the rest is basically implied.) The emperor is very good at conducting himself with dignity and appearing regal, and he does try to be wise and caring, but that little hidden layer of sarcasm and humor really makes him stand out.

If the judge trying Gaston didn't know the Beast was a prince and thought he was an actual animal, then you could possibly stick Gaston with poaching. You might be able to do that anyway. He has a lot of hunting trophies, and he shoots a duck/goose (I don't remember which) in the middle of town, so something tells me he doesn't care too much about carefully observing the laws for hunting.

He's technically more of a UPA villain, but Warner did distribute the movie, so I still count him as a Warner villain. A Will Vinton Villians [Raisins Sold Out, The California Raisins Show, The Adventures Of Mark Twain, Claymation Comedy Of Horror, Claymation Easter] would be amazing. Sexual harassment against Belle, frame-up/slander by claiming Maurice is insane, unlawfully imprisoning Belle and Maurice in their own home, grand larceny for the magic mirror, leading a rebellion, several attempts of murder and assault against the Beast in the finale--which is escalated as the Beast is a Prince, so attempts against his life are attempted regicide. And I think you missed some assaults on Le Fou. Shan Yu - assault against Mulan and Shang follows by assault with a deadly weapon, trespassing in the imperial palace, threatening the emperor, property damage for the door and pillars and roof he smashed and the dragon dancing costume his goons destroyed. Ratcliffe - illegal mining too, (the first indigenous man he shot is shown to be alive later, so that is either only attempted murder or assault with a deadly weapon actuating bodily harm or something), heck we could say trespassing on indigenous land, and inciting his own people into a riot against Pocahontas's tribe.

Radcliffe is hard to charge, because as the governor of Jamestown he is the law and order in tge first movie. The first Native American scouting mission could be counted as self defense and the couple counts of coercion are possibly excused as well. The illegal logging charge depends on if you consider the colonists squatters or immigrants at that point. If they are immigrants at that moment it’s possibly illegal, but if they are squatters it’s possible that the logging is legal. You could even argue that the logging is self defense since the Jamestown fort is built of timber to defend from further scouting missions.
