One theory I've heard (part of the much larger Pixar Theory, which ties all Pixar movies together in one big timeline) is that the monsters believe Humans have a potential to be very destructive, evidenced by their actions that lead to Wall-E. A theory I have personally though is just related to kids having a lot of germs that maybe the monster world isn't quite ready for or maybe just that if kids find out the monsters are real it won't be as effective and their way of life may be ruined? Maybe all 3 are true at the same time, but idk if any have been confirmed yet

They had no choice but to evict Randall and I am sure he would have been banished anyway but they most definitely would have caused more trouble if he was still after Mike and Sully also the CDA seem to be the highest authority so I think that none of what Mike and Sully did will ever be charged unless they went the same path in life as Randall.
