In this universe stick figures are basically like coding npc's, and apparently there are key comands to achieve this, for example "the chosen one" is apparently a template that creates a stickman powerfull enough to destroy your PC, so that means that there are multiple "the chosen ones" on different systems around the world, probably being mass deleted due to the issues they can cause.

0:35 this essay started as a gag but with the current context we have (About the outernet, about what Alan did to Victim, about how stickfigures are created) it probably isn't just a gag anymore. This implies not only that there are tons of animators who torture their creations, but also that, in this world, people are 100% aware of animated characters being alive, which also makes sense considering Alan never got surprised by his animations moving, nor did the random kid in Animation vs Minecraft. By extension, it wouldn't be surprised if people also knew that videogame characters and even concepts like Math, are also alive. I'd like to see Alan expanding on this idea on how exactly this works on future episodes
