The drug they mentioned for Zorro's part was not powering him up. He wasn't able to keep fighting anymore because of his severe wounds he suffered during that war. He couldn't even move anymore, since he already went past his limits. The drug he received that moment was meant to suppressing his previous wounds and pain he suffered during that war. But with the massive downside, that all his wounds and pain from the previous fights would come back after the drug's effect ends, possibly ending his life. And that in addition to the new wounds and pain he gained after taking the drug. So he would suffer everything he already endured during that war once again, but worse. It's a legit miracle he survived this.

yes everyone has haki, but not everyone can use it. infact MOST people can't use it and only like 1% of people have conqueror's haki.

Basic Observation and armament haki can be learned by anyone that knows of it and trains themselves to use it to some degree conquers haki you have to be born with the ability and have it unlocked threw an event that makes you impose your will over another haki only can be maid stronger threw continuously uses pushing it a lot further each time preferably against other haki users out of the millions of people in the world only a few have all three even less become proficient in it and get to using the advanced applications
