I think dipping it in water is quenching the metal and adding some hardness. When you anneal metal, you want to let it cool very slowly to keep it soft.

You can harden brass by bending, pulling, or rolling it between a mandrel and a dent roller. Of course, most of these things can damage the metal.

Should bad dents be annealed before getting the magnet/ball treatment? How hot? I am getting null results on a baritone horn. Can I cover the adjacent areas with wet rags so that any solder does not melt?

Sorry it took me so long to get back to you. We just had a baby and I am finally getting around to answering questions. It may be possible, but very risky. If you are anywhere near a solder joint, do not try it. It will also burn the lacquer. I suggest taking it apart and pushing the dents out with mandrels.

Pro tip. Dont smash your face in to the mouthpiece hole on a trombone while doing the Executioner. 6 stitches later and I learned just how hard that brass can be

You can harden brass by bending or hammering it. That is not usually possible on musical instruments though. There may be other ways too, but I do not know.
