Does every e-store do registration in CIO? For some reason, I don’t think so… is there any punishment for that?

We can't advise on specific circumstances, but recommend that you take the self assessment on the ICO website. ico.org.uk/for-organisations/data-protection-fee/self-assessment/ On the ICO website there is a section of the "reprimands" they have issued which suggests there is a punishment or some consequence of non compliance.
