Dangote, has a license to dig wells for oil in Nigeria. His real problem is that what he is getting from the well is not commercially viable.

Having licence doesn't mean dangote has dug for any oil. Digging for oil isn't cheap or of immediate economic viability. Hence why dangote won't dig

He knew that all the viable wells have already been given out to other companies such as Chevron, Mobil, Orion, Shell, Total and others. Most of the commercially viable wells has already been taken, other that are owned by the likes of Dangote, Alakija, Otedolla and others are usually given to companies like chevron and so on who are able to dig and they get their money from the raw material like the Nigerian Government. His competitors whom he was selling to were his problem not the Nigerian Government.
