I'm not certain the final version of this game actually has different amounts of pieces for the player colors. The first edition did, probably because it didn't have a patrician dummy player. The final rules don't speak to different piece amounts either. Your initial play may have been valid - wonder how Frances feels about that. 😆

Looks interesting. It was unfortunately hard to follow the tower heights as the game progressed though. Better as a two player game?
