Honestly, not surprised that was how things played out for Saito, I mean, as Nagisa sort of hints, whether Saito realizes this or not, by treating Sato the way he has he was creating a hostile work environment. Not helping how, despite being in a supervising position he seems to be quite ignorant of his employer's work policies, which should make it clear how the feel. After all, if the company didn't want to treat employees a certain way, they wouldn't have made such policies in the first place.
