because especially in earlier times, black folks were imprisoned for the silliest most absurd charges so that their labour could be leased out as prisoners. prisoner labor continues to this day, many of the prisoners convicted of non-violent crimes like drug possessions. the idea that a prisoner's labor should be cheaper than a free person's is ridiculous, they should be making minimum wage and more - which would help them come out of prison with savings too. while it's not my place to discern what is comparable to slavery and what isn't, Davis certainly has the necessary perspective to speak on it
