It's not "necessary" which makes dark matter harder to pin down. It could be something 3D that simply doesn't have a foot in the electromagnetic door, or it could be something sub- or super-dimensional that's poking its head through gravity's window into our universe.

I think it makes sense that the outer parts of the galaxy spin faster than the center, it's apparently the same way a hurricane tends to work, with the outer parts being much more violent whereas the eye of the storm is much calmer.
