It's an unreleased Squarepusher track. "Also, re: the Rome tunes. That's Tom, and there's a whole LP of those he did long ago. I really am going to check into whether there's a chance at them being released. That's Todd Osborne though, not Tom or Richard. When asked on Soundcloud if he'd release this track, someone replied saying it was Tom's track. Richard simply replied "Yes & No". If we take that in chronological order it means yes he will release it and no it's not Tom's. You could also interpret it as him saying "yes it is mine but also not mine" which could mean a collab. Personally I think it's RDJ's since he always says a track isn't his when people ask him and it's not.
