Yes, the 631 is removable. Which basically means its a water based adhesive and won't damage the walls.

Yes. It will come off without damaging the paint.

How does the oracal 631 compared to the 651

The Oracal 651 is a Permanent Solvent based adhesive vinyl so it can withstand the elements of being outside (rain, snow, Water) or being handwashed etc. The Oracal 631 is a water based adhesive vinyl often referred to as "indoor" vinyl because it will stand up to the elements. The Oracal 631 should be used for walls as the adhesive will not damage the walls and allow you to remove it if you want without damage. Hope that helps, let me know if you have any other questions.
