Looks like you have an Arctic Crap with clutch issues too, I've been fighting mine for years, tried everything, not much luck. I just keep it for a spare now.

This is kinda off topic, but I have a xt650 h1. The outer sheave of the primary clutch doesn’t move in when accelerated, resulting in a major speed reduction. Wondering if anyone has any ideas?

Take it apart, clean it and replace what's broken, I bet one of the spacers is full of dust, belt gunk, etc. check for scoring or uneven wear, also check your rollers while you are there. the cat's rollers tend to get flat spots, creates lots of unnecessary noise.
