"choice of programming language matters" might be subject to similar effects as described by benford's law. The set of data is limited (CSS is probably not included) and the set is biased by peoples' choices of software projects and languages. In the end the choice of programming language is rather explained by someone's curriculum and not by own choice. There is always time to tidy up and document software. There are always times where there is more to do and times where there is less to do. If you start to slack things will come back like a boomerang and with a higher priority thus interrupting you when you should do something else. Either the manual is wrong and you have now to explain things. Either something was not tested properly and now you have a production error. Or any other issues. You can automate processes and thus save time and avoid manual errors. Etc.
