the process should be simple for people fleeing from the cartel you can come in, but you're not a citizen; if you want welfare or government assistance, that sucks but we don't have enough for everyone fleeing so you can't come in. don't do something stupid like NYC where they're giving free housing to migrants and spending billions as if that's an effective use of money at all. so you need to have a job in demand and you need to pay taxes in net and support yourself. otherwise, you can't stay if you or anyone you brought is convicted of a crime (should be fairly rare), you're out along with the people you brought and you can't come back in ever again (but no jail time). if you committed a felony (or trafficked drugs) and try to come back in, you are given life in prison if you can keep it up for say 5-10 years you can get citizenship potentially depending on how much you contribute in taxes so if you can keep a stable job, live a normal life, and generally contribute to society (i know, so hard right), then you get to stay. the economy grows and the old dream of arriving here with nothing but your shirt on your back stays alive so long as you can be a functioning member of society
