Arkansas Police Arrest STRANGE Suspect Wearing Speedo for.... | "I am the King of all Kings"

Upon my arrival, made contact with VICTIM who reported a naked black male grabbed her and threw her into the concrete ditch on the west side of Marshall Road by Willow bend. observed scratches on VICTIM’S left bicep and a cut on her right forearm below her elbow. VICTIM stated with was on the east side of Marshall Road walking south toward W Main when the suspect approached her. VICTIM stated the male was speaking nonsense and made the comment " I am the king of all kings. You're now my wife, you will do my bidding.".
VICTIM stated the suspect then attacked her by grabbing her. VICTIM ran from the eastside of Marshall Road into the middle of the road to escape the suspect but he ran after her and picked her up and carried her to the west side of Marshall Road. Once they crossed the road the suspect jumped into the ditch while still carrying her. VICTIM stated the male was on top of her trying to grab at her clothes. The male then attempted to choke VICTIM from behind with his arm but was unsuccessful and let go. He told her " f you leave this ditch 'll kill you".
VICTIM climbed out of the ditch, called police, and ran away from the suspect.
While was obtaining VICTIM’S statement Sgt Som located hospital discharge papers from
Unity that belonged to Kurtis Thomas(OF). After VICTIM declined to go to the hospital with medic
went to Unity and spoke with staff there who were familiar with the suspects' name. spoke
with Michael with Unity security who stated Thomas was walked out of the hospital at 642
hours. I spoke with a nurse who stated an RN was attempting to care for Thomas inside the
hospital but he continuously kept his hands inside his pants then exposed himself to the RN. After
trying to physically take the RN’s hand and touch his private with it Thomas was forced to leave the
hospital. Thomas made it known to the staff he was high on methamphetamine.
I obtained photos and videos of Thomas being escorted out wearing the clothes that were recovered
by Sgt som. All photos and videos were placed on the P drive. Thomas' items recovered from the scene were
placed into evidence
VICTIM was given the report number and informed how to obtain a copy. A referral to the PA's office was not made at the time due to believing there were felony charges. VICTIM will be contacted and informed to follow up with the PA's office on the Battery 3rd charge. Thomas was later located and arrested for the felony terroristic threatening in the same area on 03/3 /2023around 0425 hours. VICTIM will still follow up on the battery 3rd with prosecutors due to it being a misdemeanor outside officers presence.

Oh, it looks like the paramedics have the new syringes that are filled with trauma gel. It is made from algae and is supposed to stop bleeding instantly, and you don't have to apply pressure.
