I don't know why ASP doesn't install grapplers. Car just needs to be moving to work and is perfect for the slower and inner city chases. It costs $5k to install plus training and $400 to replace the used parts. That has to be cheaper than all these car repairs and replacements,I would think. They use them in my state.
