Arkansas State Police HIGH SPEED pursuit of HONDA CRV - How fast can they go?

On January 6, 2023, at approximately 9:23 P.M., I was working routine patrol. I noticed a vehicle moving at a high rate of speed. I initiated my front moving radar and confirmed the vehicle driving 80 M.P.H in a 60 M.P.H zone. I then attempted to initiate a traffic stop on the vehicle for the noted violation. I activated my emergency blue lights. V-1 began to pull to the north shoulder. While V-1 began to pull to the north shoulder I saw an object being thrown from the passenger side window. V-1 began to fail to yield, and I notified State Police Communications that I was in active pursuit at 9:23 P.M. V-1 began to drive at excessive speeds and drive recklessly. As we approached Chenal Parkway D-1 pulled to the south shoulder and opened the driver door and tossed more objects out of the vehicle. D-1 continued on Chenal Parkway and failed to stop at the red light at Chenal and Hardin Road. D-1 drove through 3 different red lights above 100 M.P.H. I lost sight of the vehicle at Chenal and Loyola Drive. I continued to patrol the area and was unsuccessful in locating the suspects vehicle. The pursuit concluded at 9:26 P.M. I reached a top speed of 114 M.P.H. during the pursuit. After the pursuit concluded I went to the registered owner’s address. I notified State Police Dispatch I was at the registered owners house at 9:47 P.M The owner was Irece Harris. Mrs. Harris stated that she allowed her son (Timothy Harris DOB7/14/1986) to drive the vehicle. I asked Mrs. Irece to call Mr. Harris so that I could speak with him. Mr. Harris stated that someone stole his vehicle from State Street in Pine Bluff while he was at the casino. I asked Mr. Harris why he hasn’t filed a police report yet, and he stated he was waiting to get back to Little Rock to file the report. As of January 9, 2023, the vehicle has not been reported as stolen in ACIC. I asked Mr. Harris what his phone number was so that I could follow up with him during the investigation and Mr. Harris gave a false number of (501-952-1456). I asked Mrs. Irene to give Mr. Harris a call again, I asked why Mr. Harris gave me the wrong number. Mr. Harris stated that he was speaking on his friend’s phone and that his phone was in the vehicle when it was stolen. While speaking with Mr. Harris on Mrs. Irece’s phone it showed the correct phone number (501-744-5932) for Mr. Harris and that it was his cellphone he was speaking on. While speaking with Mr. Harris he stated he was still in Pine Bluff.

The comments on this video make zero sense. The trooper can't follow suspects through red lights at top speed, and the guy ran 3 in a 30 second span (4 total). Trooper Hernandez is going 100+ MPH in the city, trying to keep up with the guy, so you can't say he wasn't trying. And we've even seen this before with the legendary Trooper Byrd, who had a chase a few months back where the guy ran like eight 2-way stop signs in a row. Byrd had to slow down for each of them, and he lost the guy. It happens.

Jerk-offs like the CRV driver are going to be how we end up with federally mandated speed governors and remote kill switches on cars. The trooper had to exercise due caution, slowing down at intersections. That's the only reason the Honda got away. In terms of top speed, the trooper's Charger will do 163 mph, well above the Honda's abilities. (Speed trials conducted by the Michigan State Police, using a police issue Dodge Charger with the Hemi V-8).

Sometimes wh en others are doing 90 miles an hour they can be on you even before you know it. Even with lights flashing. You basically need a straightaway to see anyone coming that fast. You basically have a few seconds to notice the lights lighting up in your cab and by the time you check your rear view it's too late.

If troopers and other law enforcement would simply flash the high beams a couple of times it would alert people of something behind them especially reflecting much further down the road off signs. Works wonders on highway with spotlight you can clear traffic out if the left lane for a mile.

So Many drivers are just completely oblivious, don't know what to do, or completely panic and freeze up... None of these drivers should be behind the wheel!

This is literally the only "tactic" that works when trying to flee from cops in a vehicle: Be _really_ suicidal (and endangering to others, but what do you care) in the first 15 minutes. You need to shake the one cop that's on you before they can call in the pack, you need to KNOW that you definitively dropped them - and then go to ground asap.

In this instance, since the car was known to have committed a crime - wouldn't it be impounded and the owner issued a citation for excessive speed? I know justice isn't really served, but if she knows who did - and we cannot positively put him in the driver's seat, then what?
