Trooper's Report: On 8/18/2024, at approximately 3:13pm, I received a call from Arkansas State Police Troop J dispatch that they were informed by Arkansas State Police Troop H dispatch that several people have called in a reckless driver that was driving speeds over 100mph and weaving in and out of traffic on Interstate 40. Troop H dispatch advised Troop J dispatch that they did not have any available Troopers. Troop J dispatch advised that the callers stated it was a silver Lexus with California tags, eastbound on Interstate 40 at the 24 mile marker. Upon approaching the 51 mile marker, I observed a silver Lexus passenger car at a high rate of speed eastbound on Interstate 40. I activated my front opposite direction radar and clocked the vehicle in at 116mph in a 75mph zone. I activated my emergency lights and siren and pursued the reckless driver. In an attempt to catch up to the reckless driver, I reached speeds of 134mph. I observed the reckless driver weaving in and out of traffic and pass vehicles on the right shoulder of Interstate 40. I advised Troop J dispatch to let the Clarksville Police Department know as well as the Johnson County Sheriff's Office. Clarksville Police Officer Chris Haynes assisted in pursuit of the reckless driver at the 58 mile marker eastbound on Interstate 40. Because I was pursuing in an low profile vehicle (LPV), Arkansas State Police Trooper Trey Fales became the primary unit of the pursuit, at the 59 mile marker - he was in a fully marked patrol unit. As Trooper Fales began to merge onto Interstate 40 from the right shoulder, with his emergency lights and siren activated, the reckless driver attempted to pass two vehicles and a tractor trailer in the grassy median. The reckless driver struck the cable barriers in the median, causing damage to his vehicle and the cable barriers. The reckless driver continued eastbound on Interstate 40 at a high rate of speed. I reached speeds of 134mph while pursing the reckless driver. Upon approaching the 64 eastbound exit ramp on Interstate 40, the reckless driver aggressively swerved to the right, quickly merging onto the 64 eastbound exit ramp. The reckless driver then aggressively swerved to the left, merging back onto Interstate 40 and continuing eastbound on Interstate 40 at a high rate of speed. I observed the reckless driver pass a vehicle at a high rate of speed in the grassy median on the north side of the eastbound lanes on Interstate 40. The reckless driver continued to weave in and out of traffic. Upon approaching the 67 eastbound exit ramp, I observed the reckless driver aggressively swerve to the right, toward the 67 exit ramp and then swerve to the left. The reckless driver lost control of his vehicle entered the grassy median. The vehicle then overturned approximately 15 times before impacting the cable barriers in the median and crossing the westbound lanes. The vehicle then came to final rest upside down, on the north side of Interstate 40. I entered the median and exited my patrol unit and ran toward the scene of the crash. I observed the vehicle upside down in a ditch. I attempted to locate the driver by crawling underneath the vehicle but I was unsuccessful. Trooper Fales and Officer Haynes arrived on scene and attempted to locate the driver. I located the driver, later identified as Kendall Jouett, approximately 30 yards east of the upside down vehicle. I attempted to talk with Jouett but he was unresponsive. Jouett also had severe leg injuries he sustained from being ejected from his vehicle. First responders and EMS arrived on scene and called for a helicopter to transport Jouett. AirEvac (149) transported Jouett to Washington Regional Medical Center in Fayetteville Arkansas, where he is currently being held and is in stable condition. Located in the vehicle: 39 grams marijuana, 1 THC pod, 1 grinder, and 1 smoking device. Damage to the cable barrier is approximately $2500. Charges: -Felony fleeing -Leaving the scene of an accident -Reckless driving -Driving on suspended license -Improper passing on the left -Improper passing on the right -Improper lane usage -Speeding more than 15 over the limit -Possession of drug paraphernalia -Possession of controlled substance

A friend of mine was a cop in North Dakota. They were chasing a serial drunk driver (39 previous violations) who fled when tagged for failing to yield on a right on red. The entire chase was caught on camera and the drunk driver lied about the entire ordeal to the judge. The Judge made him sit through the entire 42-minute video, reading off every single violation he committed. When it was all set and done, the guy was found guilty of EVERY SINGLE VIOLATION! 283 year sentence! No parole! No early out! He was spending the rest of his life in prison. He was killed in prison seven years later over a smuggled bottle of jack that he got caught with. He had snitched on the guy who smuggled it for him and that was his fatal mistake. At least the taxpayers won't have to pay for the rest of his sentence. Ironic how a bottle of booze ultimately was the result of his death.

What gets me is in loads of these chases that end in a crash- the drivers got no seat belt on?. When you think about it, in motor sport like rally drivers they are completely belted in and they walk away from crashes like these. So apart from driving like a maniac and endangering everyone he overtook, he couldn't even be bothered to protect himself.

After seeing this video, I am thankful Kendall Jouett did not hit another vehicle. I'm also thankful there was a barrier between the east and westbound lanes of traffic that protected those traveling west. Whenever he is held accountable before a judge, it is my hope that his behavior is rewarded with many years of living inside a well guarded and protected gated community.

The biggest issue now is you can't hear the sirens. With quiet laminated glass in many cars, and the stereo up a bit, you can't hear them. I have personally experienced that in both positions, in the patrol car and in the person inside the quiet car. 🤠👍 Every year the manufactures use more sound deading technology to quiet the interior from anything exterior including the sirens.

I admire LEOs who can pursue felonious suspects who threaten their lives one minute and then immediately become caregivers and lifesavers the next minute. On multiple levels, it is the correct and advantageous thing to do, but I marvel how a gaggle of officers, from multiple agencies, immediately change gears and do the right thing. Bravo!

These officers are outstanding from 2 different agencies they did not treat the person badly they cared more about his life than handcuff. They really cared. To many times you see officers handcuffing instead of rendering immediate aid. And many times you cannot properly give life saving aid with a person hands behind their back. Seriously gentlemen from a Marine job well done.

Another note after reading the excellent report. I didn't work at the Washington Regional hospital, but at the smaller hospital connected to a long term care facility. But I passed this excellent hospital every day to and from work. Kudos to all staff at WR; their work is renown and Fayetteville is fortunate to have it.

Well, these emergency vehicles are moving at around 130 or so mph for starters. That’s 190 feet per second, BTW. Now, let’s say that most drivers prefer to look out the FRONT windshield rather than their back window or mirrors most of the time and only check their mirrors every 2-3 seconds…..Well, ~4-600’ ago that police car was behind a tractor trailer, 2 pickups and a Camry. Then a car blew past you at 130ish mph & while you were cussing at it & thinking about calling the police on them ….BOOM!!! The police are right behind you!

If it's problematic for you to glance your eyes at your mirror every few seconds, and if your peripheral vision doesn't work, you shouldn't be driving. Period. If you can't see flashing lights way in the distance. You shouldn't be driving. Period. If you can't move out of the way in time it should be felony reckless driving.
