While yes the game can be cleared with lower tier operators, you as an ordinary man cannot dedicate so much time to finding out and refining a perfect strategy if your roster is limited. I'm a long standing f2p and I have lots of overpowered operators so I'm able to clear everything without guides (the only exception in 1.5 years was the H12-3 and H12-4 boss, I fking hate them and I lost my shit over it), but had I not obtained all those exceptionally powerful character I'd be stuck with guides for a good portion of the game probably.

Being a f2p money sink for waifu lovers helps it stay in the development loop, allows the devs and publishers to bake and release new content on a somewhat consistent basis and overall helps the game stay alive. With what you're saying it'd either have to resort to paid dlcs or releasing new games again and again, or some other form of monetization, basically making everyone pay for it.
