Secondly, section 24a of PACE gives citizens the right to make citizens arrest when they reasonably believe an indictable offence is being committed and the police will not be able to arrest the suspect. In this case, a citizen would be well within their rights to detain the people stealing the bike. That said, whether it's worth risking your life for what is no doubt an insured vehicle is another question.

I’m all for locking up scroats but if a car theft has a two year sentence and four scroats conspire on it then they would get 8 years each, serving 4 instead of one.
