There is a culture of Asians who are very very loud and most often sound like they are fighting. As far as the guards are concerned, they have to be loud because no one gets the message : do not touch the guards, the reins and the horses. Stay your distance. The guards are not statues in a museum or outdoor display. And what is this infliction with the hands? How gauche!

You have a point, but respect for boundaries is more innate to some cultures but lacking in others. The Chinese, for example, are from a tightly regulated society where manners are only observed if they are enforced with clear penalties.
