My new Anytown, Ohio headcanon is that Robber is Carjacker's smarter, younger brother. Robber may have got caught but at least he didn't laugh and taunt the woman he robbed to shoot him, causing him to get kneecapped like Carjacker did.

Citizen's arrest are legal in Ohio. As both witness and plain clothes cop had reason to believe Robber had committed a felony they could legally detain him. Basically the difference is Jogger didn't know about the crime and so it was just a random person threatening to shoot, while Robber knew about the crime and knew they were threatening him to detain/arrest him.
