I can give you my explanation which is Israel army which is Led mostly by left wing high level Commanders wants to minimize its Soldier losses. They're still large part of Gaza that are under Hamas control and army wants to clean it up from Hamas and extract hostages. In order to minimize civilian losses there will be a need for Army occupation so it would need delegates it forces for occupation and civil Administration as required by international law. Of course, this step will endanger additional soldiers, and there is no willingness in leftist circles in the army to do this. Perhaps there's not willingness in the whole Israeli Society for this i.e.. to sacrifice its own soldiers for administration of enemy civilians. Additionally Israel is quite divided what to do with Gaza so I suppose mean time the Army tries to eliminate Hamas and flatness cities to the rubble. With apparently no clear plan what to do afterwards. Please note that the number 44000 is misleading because it includes also Hamas Fighters. So in reality the civilian losses are perhaps about 30,000 which is much more reasonable ratio. The Israeli Army takes a lot of measures to avoid targeting civilians, if it wouldn't it would be a few times more dead civilians. But in a big picture it doesn't change the terrible human tragedy that is there.
