SNK Declared for bankruptcy at that time and basically gave the metal slug series to MEGA Corporation.

This game was also made by Noise Factory, mostly for the soundtrack. And there are some theories that Metal Slug 4 was co-produced by Brezzasoft, also company during SNK's bankruptcy at the time.
