Now just remove the Q requirement from the silence and in exchange reduce the slow duration to 1 second, and it will be a good talent. Juggling two cooldowns for a single target one second silence is pretty bad. It should be D basic attack slows for one second and then silences for one second and then if the 16 talent makes this too op (doubt it), just make the second hit an untalented version of D, or add a condition to the 13 talent that the D silence cannot hit the same target multiple times in 5 seconds.
