The aims of Scouting, Character Development, Leadership, Citizenship, and Physical Fitness, are achieved through the Methods of Scouting and one of these is Advancement. Over the years advancement requirements have changed however their goal has always remained the same.
In 1972, the BSA completely revamped the Boy Scouts Program taking all of the Scouting and life skills out of the requirements for Tenderfoot, Second Class, and First Class and placing them in a new instant recognition program called Skill Awards. The Skill Awards only lasted until 1989 when the BSA returned the skills learning component of advancement back to the various ranks.
