11 Seismic actions on storage tanks

is seismic design as per api 650 mandatory to be done or is it purchasers decision? My understanding is that is purchasers decision, am i right? also, could you advise how to proceed when client doesn't have necessary input data for calculation? finally, if the tank is designed as per api 650 but outside USA, should we use sites not defined by asce 07?

Which software do you use to simulate the tank as shown at the end of the presentation?
