Mr. Gulati , if other sectors; poultry, milk etc are doing great without any such laws and if more than 90 % of agricultural produce are already sold to private companies , then why there is a need for these laws. The claims of government and those who are supporting these farm laws that goals of ‘One nation and one market’ will be achieved by the implementation of theses laws are hollow and baseless. The reason lies in the absence of proper measures to attain them. This concept of one nation and one market was recommended by Dr. Swaminathan committee. In his report, he has given elaboration of requisite measures. The government’s approaches are contrary to those recommended by Dr. Swaminathan. And that is the foremost reason for the farmers to protest against these laws. The farmers have been demanding and are ready to welcome the new farm laws as per the recommendations of Dr. Swaminathan. Without those measures, these laws are “corporate laws” and not at all the ‘farmers’ law’. And why these so-called scholars are discussing and comparing the growth rate of agriculture produce between Bihar and Punjab. Farmers’ concern is agricultural per capita income of two states (one with new farm laws and other without the same) which is undoubtedly low in Bihar. This is because they are getting much lower price on their produce despite of such huge jump in their agricultural produce. That is why farmers want the MSP to be legalised. Not at all surprised when political leaders and other ignorant people brand these farmers as ‘militants’, ‘kahlistani’, misleaded and bla bla bla.. but quite shocking to hear from a person of such stature like Mr Gulati who confidently diagnosed them with the ‘fear psychosis’. I rather suggest all to not be misleaded by these media houses and try to understand the facts about the Farmers’ plight.

I don't know why people are complaining about the lady. She has some pre conceived notion and opinions regarding the govt. And it's fine and this colours her question etc. She is getting polticial with the Expert. That's understandable too. But she was respectful, Non confrontational , and her questions came from some one who hold pov opposite to us. This allows us to get an interesting answers. She is just like us with different opinions. So it's ok. It's necessary. It's good for us. Remeber how bad and stanrgulating the Congress were and these same very reporters were? They have vilified anyone and everyone. Let the thing change for better. Don't care about the person in power. Let the institutions be good. So that who remains in power is immaterial to how our societies work. Here it has become right vs left and each demo sing other.

I wonder what media was doing, if not making it clear to farmers. Media in its role should have taken the word ahead. It is media who is earning out of this political churn up. Media is equal culprit to create this fear psychosis. As a common man I feel ashamed that all the necessary changes suggested by experts to double the farmer income are being opposed by the same people who could be its beneficiary. It's indeed sad. It's not only about political parties, it is about each hard working farmer, who is exploited at gates of mandis.

@R Thaosen I know. I also that these same very reporter before 2019 used to resort to fake news, vilification of Narendra Modi and BJP supporter. 2019 election gave some of them a good jolt. She is one of them. When confronted with contradicting evidence the fanatics hold on to their belief with even far more conviction. While some people will actually change their stance. Shekhar Gupta and This Lady are few of such individuals. The rest have turned into completely fanatic turds. They have become ideologues. Like Abhisar, Ravish, Rajdeep, Thapar. In every breathe you can listen to their bias (they still have to pretend as journalists). The right through out the world has also journos like them. But also no one will be as fanatics as that of the left. The only reason they get away is because they keep repeating lofty ideas, which they know is illogical, but public is swayed by emotions. Anyways all I am saying that this is the best you can expect from a leftist/liberal journo This is the limit of their professionalism. And we should welcome it. We need new agri reforms but they have to be brought with careful deliberation & not blindly copy a model of the west (which incidentally is also a failure). India is a very complex country & that's why these ideas can be a disaster for a huge country that we are. Mr Gulati says that people should move out of agriculture. Currently over 50% of our people are employed in agriculture. If say half of them move out to seek employment in cities just imagine what will happen? Also please respect the views of the farmers as they are not fools. There are several loopholes in the proposed system...

In the recent , Education bill a few of their agents said that it is saffronisation of education. So i read the bill n found no such thing. Infact the govt promoting regional language upto 5th standard. Infact in the whole bill the keyword "Hindi" was used ONLY once !!! 😅 Yet some guy from JNU said that its "Safronisation" of education which is a big nonsense. Iam from South India n i didnt find any such thing in the bill. Same is with every thing. U JUST cant discuss with opposition becoz well.....they r not interested in such things they r only interested in Protesting against govt. So.......When someone doesnt want to listen u dont need to discuss with them. Exactly my point. One has to realise that this system is not economic feasible anymore given that this subsidy in the form of msp is not creating any economic or social capital. That money will be well invested in the form of let's say a Viability Gap Fund to help build food parks, collection centres, processing houses, distribution network, and storage house etc but I am really sorry to say that farmers of Punjab are not willing to share the govt money with anyone else. You can not justify the protest just like you can't justify interest waivers on farm loans. The entire system will collapse if we continue on this path, it's just not viable anymore.

Centre is only charging taxes according to the constitutional provision itself and centre started a scheme of msp using its share of taxes and if it wants to do away with it so that it frees up the money for capital investment in agriculture, it's free to do so. Your logic makes it sound like centre had taken state's taxation power and using that tax money to run the mis-msp scheme. It's central government right to do what they think is good and if state wants to do the same they are free to do so. And if centre gives up all it's taxation power then do you realise how significant would be the regional inequality and sentiments of regionalism would be? That goes against the entire concept of one country one market. It opens up another Pandora's box. Point out a single thing that Mr. Gulati said was not correct.

Ashok Gulati and Shekhar Gupta are the only two persons who explained the benefits of farm laws with facts and logic. Rest of media and opposition parties successfully created a fear psychosis. Even BJP failed to reach out. If these laws are rolled back, no government (either BJP or congress or some other) will not attempt any major reform for decades.

I could not just get out as I wanted to follow every bit. Excellent anchor. Answers from Prof Gulati equally profound and analytical. More than anything, Prof AG spoke the harsh hard reality farmers are facing due to market forces. It is crucial to communicate with farmers these dynamics of market forces, cropping pattern, markets etc including implications of groundwater use, mono cropping etc. Farmers have not been communicated properly and opposition parties are making capital out of mis/wrong/ill information to farmers. History of farm laws: whole process of marketing reforms started from 2003 during Atal Bihar Vajapayee regime. Again 2010, 2015 it was discussed. Like Arun Jaitley was champion of GST, there was no champion for farm laws perhaps. After GST, the biggest gain will be through marketing laws. Covid affected the process of information flow. They did not want farmers to congregate in Mandi and suffer from Mandi imperfections. The way GST was discussed, farm laws were not. But 1991 reforms were not discussed even with the industry ! Govt has discussed since 17 years. We have to sit down with farmers in a transparent manner. Opposition created a fear psychosis. APMC mandis were suspended during Covid due to Covid, to save farmers. Even in crisis, supply line was maintained, nothing was sold below MSP in Punjab. Rs. 70,000 crores were given to farmers for the production of crops for procurement. Direct buying and selling helped farmers. Direct buying means, the intermediary cost comes down. Farmer gets the benefit. Marketing cost comes down. Farmer does not know prices in other markets in the mandis. Farmer is still being beaten down, selling at farm gate to middleman. 90% of produce is still even today sold to private at village. Only 6% of farmers have benefited from MSP. These farmers who are agitating are those who got the maximum benefit from ISP. 146 million farming families in India, Punjab has 1.09 million farming families ! Punjab gives 30% to buffer stock. What ever Punjab farmers bring 95% is purchased. There are 23 commodities for which MSP is announced. MSP is a notional, indicative price. Maize prices, MSP is Rs. 1800, market price was Rs 1200 because demand, supply forces operated, because supply was more, farmers produced more maize, people stopped consuming poultry due to Covid,.and hence demand came down as maize was not bought for poultry feed. Farmer suffers loss. The entire informal sector there is 85% loss in their incomes in Covid. However, Agriculture suffered the least relatively. Compliments to GoI, State Govts. Procurement of 37 million tonnes of wheat during lock down is great. Procurement is done by Govt not by Pvt sector. Govt procured at MSP. But we cant force private sector to purchase at MSP. Prod is 109 million tonnes, and the difference of 109 minus 37 is sold outside Mandies, and that is how markets work. MSP is not a statutory, legal price. MSP is 1868 per quintal, but sold at Rs. 1400 or Rs 1600 all over. Who are the losers? We have failed to communicate properly with farmers and opposition has spread rum ours saying Mandi will go, land will go. Contract farming is beneficial. In Milk, we have Nestle, a multinational, Milk Federation a cooperative, and local Private Hecksons. Nestle buys from more than 1 lakh farmers, Hecksins ? from 3.5 lakh farmers, the rest from Milk Feder ation. Is there any quarrel in Milk even though there is no MSP? Poultry is growing at 8% all by private sector, no cooperative, Venkateshwara, Suguna Hatcheries... leading players. If opposition says interference by Center, then why announce MSP which is also GoI decision? MSP will continue, as assured by PM, Agri Minister. If somebody do not trust, what can be done? Art of policy making is walking on tight rope. Farmers want higher and higher prices, consumers want lower and lower prices, always true. Proportion of farmers in agriculture will reduce over time, now 44 % is in agriculture, this is world over, nothing new in India. This is a natural process. If we have skills, there is a pull factor from non agri sector and youngsters will move. Nothing new. Right now there are too many people in agriculture, holding size is 1.08 ha. Bihar has 0.6 ha, that is why migrant labourers who cannot make much from agriculture. From 1965 to 1990, was a period when we wanted more of wheat and rice. But after that, as incomes grow up, we diversified food, more nutritious food, meat products, fruits, vegetables. We need to diversity. Punjab is 20 years old in diversification, quotes Prof SS Johl. Now they have to diversify from wheat and rice towards high value fruits, vegetables. Now water table is going down on the one hand, stubble burning adds to pollution on the other hand. Our political populism is such that there are narrow short term gains. Rice takes 25 irrigations, 5000 liters per kg, exporting water through 12 ml tonnes of rice, ie 25 to 30 million cubic meters of water which is scarce ! These are perverted policies. Agri should not pollute environment. Policy making cannot just look at one thing. Peaceful protests are ok, not blocking roads. Political parties need to be convinced. There is a communication failure. In fact 1991 reforms, where were the discussions? But this is a reform in the interest of the country. There is no selling away to corporates. None can buy me. Am speaking for my profession.

I wonder what media was doing, if not making it clear to farmers. Media in its role should have taken the word ahead. It is media who is earning out of this political churnup. Media is equal culprit to create this fear psychosis. As a common man I feel ashamed that all the necessary changes suggested by experts to double the farmer income are being opposed by the same people who could be its beneficiary. It's indeed sad. It's not only about political parties, it is about each hard working farmer, who is exploited at gates of mandis.

Govt. wanted to push this bill with a hard hand which is not right. The way central govt. is trying to convince the country without good data (like they did for demonetization or GST) is not appealing to the farmers. Even in this video, I feel the problem is not being explained why this bill will not be bad for the farmers in the future. I feel the govt should simplify the bills and explain how it is better for everyone (farmers, small traders, large companies and retailers) in the long-term. Some aspects of this bill is very similar to other things which has happened before with e-mandi which did not work and people should know why this is right. Govt. now citing examples form other Political parties manifestos that this bill is what other parties also proposed is very shallow. The goal of the govt should be not reducing the procurement cost from the farmers but reducing the transport cost, aggregating cost, wastage cost, storage cost and improving the quality etc; which I feel the govt does not invest heavily in. Indian farmers are small farmers and the laws governing them cannot be like that of the west and definitely not in this time when farmers are educated.

What more can government do to help farmers? I respect the farmers but regret their foolishness. These illiterate farmers are being manipulated by the opposition parties for their own benefit and the farmers are themselves becoming scapegoat.

It's just funny how interviewer has got no idea about any of the agriculture laws and how tax is charged, how procurement is done, what MSP is, but she always latches on to some points where he criticizes government like there is no champion in BJP for agriculture sector, government didn't debate bills in parliament, government didn't discuss with farmers before bringing in the bills. It's so scary how every media person has got their own agenda to propagate rather than discussing the point in hand.

When people of the country lost faith in the Government when PM Modi promised to bring Black Money from abroad, Crediting of Rs.15 lakhs in the account of each Indian in Banks, People dying on roads standing in the line outside the banks to withdraw their own money from their accounts during 'demonetization, tax Bills Problems, migrant workers without jobs, food and water dying on the roads, etc., etc., people have seen very well then how one expect farmers of the country to accept major agricultural reforms bills which are made without observing proper parliamentary rules and consulting farmers body of the country ! What was the necessity of rushing through the major agriculture reform bills ! It is lacking in so many ways from the farmers point of views. Legal measures are totally missing.

Ashok Gulati says that he cannot be bought by anyone. However, let's remember that his positions are industry-sponsored: he is Co-Chairman, Confederation of Indian Industry National Council on Agriculture, and his Professorship at ICRIER is an Infosys Chair. He may not be anti-farmer, but he is definitely pro-industry.

नए कृषि कानूनों में कई कमियां हैं , बिल्कुल मानते हैं , और सरकार भी बातचीत द्वारा उनको सुधारने को तैयार है। मगर कुछ बातें किसान आंदोलन पर भी सवाल खड़ा करती हैं। सरकार भी चाहे किसान को 6000 रुपए सम्मान राशि या बिजली , पानी, खाद, बीज , किसान कार्ड,फसल बीमा,पेंशन, मिट्टी की गुणवत्ता आदि हर जगह किसान के फायदे का सोचती है। पहली बात , ये कौन से तरह के किसान हैं , जो खेती छोड़कर छह महीने का राशन लेकर धरने को आए हैं। दूसरी बात , आम जनता का आना जाना और व्यापार बंद करके क्या आम जनता से समर्थन की उम्मीद रखते हैं , कल किसी मित्र को फरीदाबाद से करनाल किसी काम जाना था , जहां पहले लगभग 5 घंटे लगते थे , कल उसको 14 घंटे लगे और चार गुना खर्चा। समस्या किसानों को सत्तारूढ़ पार्टी और अधिकारियों से है , तो उनके घरों और कार्यालयों के आसपास डेरा जमा कर बैठो। इस तरीके से आप सिर्फ आम जनता को ही परेशान कर रहे हो। शायद विरोधी दल भी आपको इसी तरीके से आंदोलन चलाने की सलाह देकर सिर्फ अव्यवस्था ही फैलाना चाहते हैं , आपकी समस्या का समाधान नहीं। कल को सरकार आपको डंडे मारकर रास्ते खाली कराए, तो आम जनता के समर्थन की उम्मीद मत करना। पंकज कुमार

I agree with him on the merits and technicalities of the reforms. His endorsement of the reforms is very valuable. However, I defer from his view on the communication. The government has communicated the reforms very well with all the stakeholders. Hence, the farmers in all the states except Punjab have accepted the bills whole-heartedly. Even in Punjab, the small farmers have no problem. The agitation is purely political and incited as well as managed by the Adatiyaas, Khalistanis, rich farmers and opportunistic, frustrated opposition parties. They know, too very well that the bills are equally in the favour of farmers and end cosumers. The only group adversely affected by these reforms is "Bicholiyas" comprising of corrupt politicians, babus and associated rich farmers. If the government had failed in communicating, Bharat Band on 8th December would not have flopped.

Communication with citizens is the biggest weakness of this govt despite having a prime minister with great oratory skills , first they failed to communicate with CAA protestors and now with farmers, we are expecting better leadership and communication, if govt. is so confident with the merit of their farmer bills, they should have convinced the farmers easily, after all farmers are also citizens of this country, this kind of deadlocks in communication is not good.

Anyone who is spewing hate on the interviewer is missing her point entirely. For a discussion to become stark clear, questions that represent the misapprehensions of the commoner needs to be put forward! She asked the questions a misguided farmer would want to ask. She did not, in any way, carry an agenda behind them. If she was the kind of person people here are accusing her to be, she would be interrupting Dr. Gulati a lot more and listening to him a lot less. So yes, kudos to the interviewer and The Print team.

If poultry is an example of what the private sector entry can do to a sector, then it is going to be unfair to the producers as they only provide a minimum fixed price to the producer which does not increase when the retail price of poultry products goes up. I don't think this what the farmer wants. Hatson is not the largest dairy in India, it is NDDB'S Mother Dairy, KMF doing yeoman service to the farmers and AMUL. So what does this prove?

It's very easy to have intellectual talk on agriculture. Very difficult to implement. Farmer having 2-3 acre, can not afford to sell his product at a place which is far away by 200+ km. We buy branded stuff at higher price and reluctant to pay for milk vegetables... At slightly higher price. Agriculture sector should be supported by people if government do not wish to do so

Nobody’s talking about India didn’t sign the RCEP deal in the region where as all the countries have signed it. How long India can wait these territories for export???? This govt have the right intention but don’t have right people to communicate, India have 15 yrs and if India doesn’t build the necessary infrastructure and increase per hectare productivity plus have to focus on new crops, lentils, vegetables oil then India will be doomed sooner or later with other countries products. Why it’s tough to explain Indian can no longer focus on grains.FDIs godowns are full plus what will you do grow more coz you can’t export when Canada, China are growing more and cheaper than India grains price.

I don't agree with the statement companies won't buy if MSP is there. They may buy less but MSP is low as per design. If government has bought only 1/3rd of the total production then it is evident that the rest is sold mostly below the MSP. If MSP is not present then the prices would have gone still low which will be really bad. If the land produce lot of food but doesn't produce enough cash then farmer will be forced to sell the land. It is common sense. If reforms are needed then reduce the MSP in future time slowly and introduce new MSP for other products which have more demand. Removing MSP is not a solution.

Please showcase Devinder Sharma and P Sainath’s views on this. There is no example of these policies being successful anywhere, so why disrupt what’s working well. Regards to crop diversification, guarantee an MSP for them and farmer will happily grow them.
