OCD: A disorder; in which, the person afflicted follows patterns or obsess over pointless things. Especially when it's small, specific occurrences that make no difference in the lives of the afflicted, or those around them. In this sense, yes; they're describing an obsessive compulsion that is bothering them. Which is what OCD is, at least they didn't say they're a "neat-freak" that totally has "OCD".
