I already know that transmitting without a radio operator licence is not permitted by the law. But Is it legal to buy and just hold a HAM radio transreciever without a licence in India?

No You can't hold. To hold a transceiver you must have proper license.

Yes if you would like to apply for both grade at a time you'll have to pay 100+100 =200 as exam fees.
