I believe AT&T does indeed cap video streaming be default...but you can remove the cap.

I signed up for AT&T back in 2021 when unlimited elite still existed as an option and i dildnt haave an ID at the time but did an exploijt that allowed me to sign up for postpaid without doing a credit check or needing my ID (that exploit has been patched)
