Right! After reading the background of the song everything made sense. That song wasn't even made for them. Andre heard the beat and wanted to rap over it, but instead of letting Masada keep the song for herself, he wanted to put it on Aquemini. That song deserves the hate it gets.

Haaah! U done done it! Talkin wet bout ATLiens! That’s was the first album I bought on vinyl as I began my bedroom DJ life in 1996! (Back then, albums on wax were CHEAPER than CDs because by the mid 90s, only DJs were buying records (most LPs were $10-$13, 12” singles $5 or $6). It was easier to convince mom to buy me ATLiens on wax because it was only $10, ~$6 cheaper than the CD. I was crushed the next week at school when dudes with the CD were showing off the comic book that came with that version 😭. WHEELZ OF STEEL has aged okay, but it was more exciting when it dropped. For context: OutKast is from the south, most of the hip hop community wasn’t checking for ATL: their scene was still regional, and Kilo Ali & Raheem the Dream (pre-Outkast rap legends) weren’t ever for sale where I lived. Being their second LP, ATLiens hit super hard because it was their way of making a rap record that was comparable to most of the rap albums I was into (wu tang, tribe, smif n wessun, biggie, gang Starr, mob deep). That’s why they are paying respect to DJ culture early in the album, to make a connection between NYC DJs & quintessential hip hop, and what they’re trying to achieve with this album. There was still live instrumentation, and some southern funk/soul vibes-but the sonic palette of ATLiens was a triumph because it was a SEAMLESS MIX of east coast boom bap aesthetics, thru a southern lens. The guitar on WHEELZ OF STEEL is unfuckwithable. Thas my favorite part. What makes the DJ solo at the end special is the tone of the scratches: MrDJ (I presume) was scratching a part of a record that was very high pitched, so the scratches sounded more like notes from a conventional instrument, rather than the “ZHUGGA ZHUGGA” sound that most people think of when they think of scratching records. I think it was supposed to be saying “here’s proof that turntablism is a valid form of musicianship”, because he made it sound more like a more melodic sequence of ‘notes’
