3:00 The catch in Cullen's orders to the mages, granting them sanction to attack, always gets me. You can hear the hesitation, trauma, and fear in his voice as he gives the order, knowing full well what mages can do to a man's mind, body, and soul. Which makes it all the more powerful, given that he is working beyond his rather well formed biases and misgivings because he knows what needs to be done. Cullen is an honorable and valiant man, in light of all of this.

He needs the Anchor that the Herald picked up by accident. If he can't get it then he can't open the Fade and try to destroy everything. Basically, because he's a jerk and the Herald took one of his toys away.
