We've seen multiple titans talk, the titan from Ilse's notebook, Connie''s mother as well as the Beast, Cart and Ymir's Jaw Titan were all able to speak. And the reason the titan in Ilse's notebook in particular spoke is because it was one of Freckles Ymir's followers back in that underground Eldian Cult in Marley so when it saw Ilse who also has dark hair and freckles, it confused her with Ymir and bowed to her.
