If I understood correctly, the first guy got run over by the guy he hit. Getting blitzed by a surfboard can paralyze or kill you. It was an accident, so it shouldn't have been a fight, but it certainly wasn't for no reason. It's his responsibility to know where swimmers and other surfers are.
