Trooper's Report:
On May 23, 2024, at approximately 12:16 PM, I, Trooper James Booth, was positioned at Interstate Park with an ASP
checkpoint team. I received a report that a grey Toyota Camry had made a U-turn to avoid the checkpoint. I caught up to the
vehicle near a quarry close to the intersection of 65th Street, the vehicle then stopped in the road impeding traffic with no
hazardous light. I then activated my emergency lights on the Toyota Camry with license plate AHW19U and the vehicle began
to fled, heading south on Arch Street, surpassing 65th Street. The driver, Emery Tillman, was identified as the person behind
the wheel. Mr. Tillman was seen overtaking other vehicles in the opposite lane at speeds exceeding 80 miles per hour in a 45
mile-per-hour zone. He continued to drive at high speeds, reaching 100 miles per hour at one point to escape. Mr. Tillman then
ran a red light at the intersection of Arch Street and Baseline while heading south and turned left onto Old Castle Drive near
England Acres. I attempted a T.V.I. (tactical vehicle intervention), which was unsuccessful, and Mr. Tillman continued fleeing
west on Old Castle Drive, which led to a dead end. Mr. Tillman reached the dead of the road and bailed on foot into the woods.
I was able to maintain sight of Mr. Tillman while I entered the woods. Once I caught up with Mr. Tillman, I ordered him to get on
the grounds and place his hands behind his back. I escorted Mr. Tillman out of the woods back to my patrol unit. Mr. Tillman
was searched before being placed in the back seat of my car.
While searching the vehicle, I found a large black duffle bag in the trunk containing 19 sealed bags of marijuana. Additionally, I
found a small brown bag near where Mr. Tillman first entered the woods, along with 2 cell phones. Inside the brown bag, there
was a glass jar filled with green leafy substances, also identified as marijuana. East End Towing towed the vehicle.
Mr. Tillman was transported to UAMS to be cleared medically and then taken to Pulaski County Jail to be charged accordingly.
