Trooper's Report:
On May 5, 2023, approximately 10:19PM, I (Trp. Byrd) was patrolling Interstate 30 westbound (I30WB) near the river bridge
when I observed a vehicle approaching me from the rear that appeared to be speeding. I activated my rear radar and received
a reading of 63-mph. Once the vehicle passed me, the vehicle was identified as a white Toyota Camry bearing Arkansas
License AMU73F (V1) and V1 continued to speed reaching 67-mph at one point as I paced behind V1.
V1 exited I30WB onto Interstate 630 westbound (I630WB) where I initiated a traffic stop. V1 exited I630WB at Main Street
coming to a stop at a red light. I exited my patrol vehicle and began approaching V1. Once I made it to the left rear corner of
V1, the stop light turned green and V1 began fleeing. V1 continued on the westbound service road failing to stop at multiple red
lights while traveling at a high rate of speed. V1 turned northbound on Broadway Street continuing to flee at high rates of
speed. While on Broadway, V1 began passing vehicles on the left in the turning lane. As V1 approached the intersection of
Broadway St. and 8th St. V1 failed to stop at another red light where the right rear of V1 struck the front of another vehicle (V2)
(Reference Crash Number: 202308449ASP).
After striking V2, V1 began rotating clockwise leaving the roadway where it struck the outdoor seating area of Chick-fil-A
located at 701 Broadway St. Little Rock, AR 72201. Once V1 came to a final rest, V1 driver (S1) began fleeing on foot from V1.
S1 began fleeing eastbound on 7th St. running into an ally failing to obey verbal commands. S1 looped back to Broadway St
before running eastbound on 6th St. where S1 was placed into custody without further incident. While standing with S1 face to
face I could smell the odor of alcohol emitting from S1's breath as he spoke. When asked how much he had to drink he stated
nothing. However, later on he stated he did have something to drink.
Once S1 was placed inside of my patrol vehicle, S1 began repeatedly banging his head on the cage and window in the back
seat. S1 was transported back to the crash scene where MEMS responded to clear him medically. S1 complained of his neck
hurting and was transported to Baptist Health in my patrol unit for medical clearance. While in ER room, I located a small clear
bag of marijuana in the front left pocket of S1's jeans. The marijuana was confiscated for processing.
Once S1 was cleared medically, S1 was transported to the Pulaski County Jail and charged with the following:

5-65-103 1ST: DRIVING WHILE INTOXICATED - DWI 1ST
27-16-303: DRIVING ON SUSPENDED LICENSE
27-50-302(a)(5): LEAVING SCENE OF ACCIDENT INVOLVING PROPERTY DAMAGE ONLY
27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST
27-51-307: IMPROPER PASSING ON LEFT
27-52-107: FAIL TO STOP AT RED LIGHT
