Im assuming it was medical. You can carry 100g of tier 1, that's true. But for it to be on his wife and him not being present was illegal. A registered caregiver can pick up without the patient, that's it. They can't carry it around with them unless the patient is present. If he followed the rules, he could go pick it up without issue, no call needed. If he didn't, he's getting his card revolked and both are getting charged.
