I just replied to another post, but the short answer in some cases it's a cash payment. Not kidding sadly. I think there is a case to be made for: a) 10 yearly retesting for everyone on with a driving instructor AND b) all foreign license holders applying for permanent licenses must do a driving instructor test. Refresher courses once a decade, and making sure foreign testing is at least compatible with our testing I don't think is an extreme hindrance.

Sometimes when the driver doesn't realise the car is in reverse or they reverse faster than they expected, the car jolting backwards causes their foot to press the accelerator harder which causes the car to reverse faster which causes them to accelerate even harder. People often panic and keep the accelerator flat, which is why so many soccer mums in car parks run over other cars backwards with their SUVs. Looks like the same thing happened at 8:28.
