Ucsicon command will keep UCS icon always on the left side. There is no need to use limits command

When I placed that whistle-like upper portion over that monolith or substrate-like thing, there was still a line visible. But I want to consolidate them as if they are inseparable; also I want that line to vanish. Let me try that. Or you might as well leave a reply.

+arif bakhtiar Your mid point object snap may not be on. Press Shift + Right click, and select mid point from displayed menu.

To the min 4.31 you say it will create dimensions 60 with 30 high but i don`t see that 60 has given at the start of the picture with dimensions

60 is not given. We will have to work out from given dimensions. Then have given 30 radius and 42 height. As we are creating from the top of the object therefore we will have to minus 12 from 42, the ans is 30. 30R + this 30 is 60.
